World leaders not ready for climate change deal : Latest News

Barack Obama and other world leaders have said that it will not be possible to strike a legally binding deal on climate change at the forthcoming UN Conference in Copenhagen.

It had been hoped that the UN Conference, which takes place in December, would lead to a legally binding commitment by all member states to a 50% reduction in greenhouse gas emissions by 2050. However, it now appears that the necessary behind the scenes politicking has not produced a consensus of opinion strong enough to form a legally binding agreement in Copenhagen; indeed, the target of a 50% reduction in CO2 emissions seems to have fallen by the wayside entirely, with the target proving a stumbling block in negotiations.

Instead, political leaders will use the UN conference to further thrash out what will be done on climate change, and to pave the way for a legally binding agreement in the future.

The announcement came in a declaration released after the annual Asia-Pacific Economic Co-operation (APEC) forum which took place in Singapore. "We... reaffirm our commitment to tackle the threat of climate change and work towards an ambitious outcome in Copenhagen," they said.
